What it means
Means you’re completely mad, off your rocker, or behaving so daft it’s almost impressive. It’s basically doolally with tap chucked on the end for extra comedy, like your brain’s fallen out and rolled under the sofa. Usually said with a grin or a raised eyebrow, more affectionate teasing than a proper insult.

"Grandad's gone a bit doolally tap, he's started naming the pigeons in the garden and feeding them toast."
