What it means
Used right before a blunt opinion, a roast, or some shady little side-eye, acting like you're cushioning the blow when everyone knows the blow is absolutely still on the way. That's the whole bit. It's fake politeness slapped on top of a diss, rude in a tiny church hat.
Usage examples
"Respectfully, if you wear flip flops to a fancy dinner again, we're sitting at another table and letting you explain yourself."
"Respectfully, that haircut is arguing with your face and losing."
"Respectfully, if that's your big plan, we're all cooked."
