What it means

Making romantic progress with someone, getting physical but keeping it vague enough for polite company. Famously popularised on Love Island where contestants needed a PG way to describe decidedly non-PG activities. Can also mean making progress or putting in effort in a non-romantic context, but let's be real, nine times out of ten someone is talking about a snog at minimum.
